This is a critical leadership role at the heart of our Children’s Services transformation, working collaboratively across organisational boundaries to ensure children, young people and families receive the right support, in the right place, at the right time.

You will take the lead in developing and delivering integrated commissioning arrangements with health and system partners, including the Integrated Care System (ICS). The role will involve overseeing complex funding arrangements (including Sections 75, 76 and 256), driving innovation, and ensuring that services are outcome-focused, high quality and provide value for money. You will also play a key role in strengthening partnerships and delivering system-wide improvement.

About You

We are looking for a highly motivated and experienced commissioning professional who can demonstrate:

  • Significant experience in strategic commissioning, ideally within children’s services and/or health
  • Strong understanding of joint commissioning frameworks, including Sections 75, 76 and 256
  • Proven ability to work collaboratively across organisational boundaries
  • Excellent leadership, influencing and negotiation skills
  • A track record of delivering service improvement and managing complex programmes
  • A strong commitment to improving outcomes for children, young people and families

About Us

At Gloucestershire County Council, we are committed to delivering high-quality services that make a real difference to the lives of our residents. In return for your expertise and commitment, we offer:

  • Flexible and agile working opportunities
  • Annual leave of 25.5 days rising to 30.5 days after 5 years’ service
  • Family-friendly policies and support
  • Career development and qualification opportunities

  • Local Government Pension Scheme (LGPS)
  • Access to our Employee Assistance Programme (EAP)
  • Cycle to Work scheme and employee discount scheme
