Gloucestershire County Council is looking for an experienced Senior Commercial Officer to join our Commercial Team, within the Traffic and Transport service area. This is an exciting opportunity for a procurement and contract management professional to support varied commercial projects, drive value for money, and enable the delivery of critical services that make a real difference to transport within Gloucestershire.

As a key member of the team, you will work closely with commissioners, service managers, suppliers and senior stakeholders to deliver innovative commercial solutions, support contract management and ensure the Council achieves the best possible outcomes for residents.

 

About the Role

As a Senior Commercial Officer, you will:

  • Support in the management of procurement and commissioning projects across a diverse traffic and transport portfolio.
  • Provide commercial, procurement and contract management advice to services across the Traffic and Transport service area.
  • Develop and implement sourcing strategies that deliver value for money and social value outcomes.
  • Support the manangement of key supplier relationships and enable good contract performance, risk and compliance management.
  • Support the development of commercial capability across Traffic and Transport through coaching and guidance.
  • Ensure procurement activity complies with relevant legislation, Council policies and governance requirements.
  • Identify opportunities for innovation, service improvement and cost efficiency.
  • Prepare reports, business cases, cabinet reports and other internal governance reports and recommendations for senior management and internal stakeholders. 

 

About You

We are looking for an individual who can demonstrate:

  • Significant experience in procurement, commissioning, commercial management or contract management.
  • A strong understanding of public sector procurement legislation and best practice.
  • Experience of supporting procurement exercises from inception through to contract award and ongoing contract management.
  • Excellent stakeholder management and influencing skills, with the ability to engage at all levels of the organisation.
  • Strong analytical, financial and negotiation skills.
  • The ability to manage competing priorities and deliver outcomes in a fast-paced environment.
  • A relevant professional qualification (CIPS Level 4 or above) or equivalent experience is desirable.
