About the Role and the Team
As Monitoring & Enforcement Principal Lead Officer, you will be responsible for the day-to-day management and operation of Gloucestershire County Council's specialist Planning Monitoring and Enforcement Service.
You will lead a dedicated team of experienced planning professionals, technical support staff and emerging planning talent, ensuring the delivery of a responsive, proportionate and effective monitoring and enforcement service. Strong operational leadership, people management and a commitment to continuous improvement will be central to your success.
The team delivers a diverse and challenging portfolio of work, including:
- Investigation and resolution of alleged breaches of planning control relating to minerals, waste and County Council development.
- Management of paid monitoring services for major mineral extraction and landfill operations.
- Monitoring compliance with planning permissions, conditions and approved schemes.
- Supporting the effective implementation and monitoring of planning obligations and legal agreements.
- Contributing to emerging monitoring arrangements associated with Biodiversity Net Gain (BNG).
- Providing specialist monitoring and enforcement advice to Development Management colleagues throughout the planning application and decision-making process.
- Building and maintaining productive relationships with operators, developers, local communities, elected members, statutory consultees and partner organisations.
The role requires a strong focus on people leadership. You will be supporting and developing a team with a mix of highly experienced officers and colleagues at the beginning of their planning careers. Creating a positive, high-performance culture will be essential, ensuring staff are supported to develop professionally while maintaining a clear focus on service delivery, accountability and continuous improvement. Through effective mentoring, coaching and leadership, you will help build confidence, capability and resilience across the team.
A key aspect of the role will be ensuring that monitoring and enforcement are fully integrated into the wider planning process. You will work closely with Development Management colleagues to ensure planning permissions are capable of effective monitoring and enforcement, and that compliance considerations are embedded from the earliest stages of the development process.
The role also involves representing the County Council at community liaison groups associated with major minerals and waste facilities across Gloucestershire, helping to maintain trusted relationships between operators, local communities, elected members and other stakeholders while supporting the effective operation of strategically important sites.
Alongside service delivery, you will play an important role in preparing the service for local government reorganisation, contributing to the design and development of future planning monitoring and enforcement functions within Gloucestershire's new unitary council arrangements. About You
You will be an accomplished planning professional with significant experience in planning monitoring, enforcement, development management or a related planning discipline, and a proven track record of leading high-performing teams.
This role will suit someone who enjoys developing people as much as managing complex planning issues. You will be comfortable supporting colleagues at different stages of their careers, from aspiring planning professionals and apprentices through to highly experienced officers. You will have the credibility, emotional intelligence and leadership skills needed to foster a positive culture, drive performance and help colleagues embrace new ways of working.
As the service continues to evolve through local government reorganisation and digital transformation, you will be able to balance support and challenge, helping individuals and the wider team adapt confidently to change while maintaining a strong focus on delivering excellent outcomes for customers and stakeholders.
You will bring:
- A strong understanding of the planning system and the regulatory framework governing planning monitoring and enforcement.
- Significant experience of planning enforcement, planning compliance monitoring, development management, or a related field.
- Proven leadership and people management experience, including mentoring, coaching and developing professional teams.
- Experience of managing performance, setting clear expectations and supporting colleagues to achieve their full potential.
- The ability to lead teams through change, building engagement, confidence and a culture of continuous improvement.
- Strong organisational and operational management capability, with the ability to balance competing priorities and maintain high service standards.
- Experience driving service improvement, embracing innovation and supporting organisational change.
- Experience of working collaboratively with developers, landowners, operators, local communities, elected members and partner organisations.
- Excellent communication, negotiation and stakeholder engagement skills.

Membership of the Royal Town Planning Institute (RTPI), or eligibility for membership, would be advantageous.
