About the Role
Are you a commercially astute procurement professional ready to make a real impact?
We’re looking for a Contract and Procurement Manager to join Gloucestershire Fire and Rescue Service (GFRS), part of the Community Safety Directorate. This is a pivotal role where you’ll lead on high-value, complex procurement projects that support our mission of “Working Together for a Safer Gloucestershire.”
You’ll be the go-to expert for procurement across the service, working closely with senior managers, officers, and partners to deliver best value and sustainable outcomes. From developing commercial strategies to managing a dedicated procurement team, this is your opportunity to shape the future of procurement in a dynamic and vital public service.
What You’ll Be Doing
- Lead and manage end-to-end procurement processes across Fire, Trading Standards, and Coroners services.
- Provide expert advice and support on complex tenders and contract negotiations.
- Develop and implement commercial strategies aligned with GFRS and council priorities.
- Ensure compliance with UK procurement law and council standing orders.
- Drive innovation, sustainability, and social value through procurement.
- Line manage the Procurement and Contracts Officers.
- Represent CSD in working groups and strategic discussions.
About You
We’re looking for someone who is:
- Experienced in public sector procurement, ideally within emergency services.
- Skilled in managing complex contracts and achieving positive commercial outcomes.
- A confident communicator with strong analytical and report-writing skills.
- Politically aware, resilient, and able to thrive in a fast-paced environment.
- A natural leader who can build strong relationships and influence at all levels.
Essential qualifications:
- Graduate-level qualification or equivalent experience.
- Working towards or holding CIPS Level 5 (or equivalent).
- High level of literacy and numeracy.
