About the role:
Our team delivers the financial support functions for Adult Social Care at Gloucestershire County Council. Our role is an important part of supporting the care sector by delivering an efficient, accurate and consistent service to the people we support and their families.
We have an exciting opportunity for a Senior Deferred Payments and Property Monitoring Officer in our team. The role is to lead and manage a small, specialist team who are responsible for:
- Accurately and efficiently processing Deferred Payment Agreements for people we support who pay for chargeable social care services
- Obtaining official property valuations
- Monitoring debts to ensure they do not exceed property valuations
- Monitoring disregarded properties to ensure that those disregards are still valid
This is a line manager role which includes overseeing the day-to-day work of the team, recruitment, appraisals and performance management.
For individuals who are eager to grow in leadership and management but need the support and development to get there, there will be a requirement to undertake a Level 5 Leadership and Management apprenticeship (equivalent to a Higher National Diploma) as part of this role. You’ll spend 80% of your time working in a real-world environment, applying what you’ve learned, and 20% studying to gain the necessary qualifications. You will be fully supported throughout the apprenticeship by your manager and Gloucestershire County Council’s Apprenticeship and Adult Education Teams. The apprenticeship starting salary is £25,692 per annum in recognition of the 80:20 mix of work and study required.
The post is based at Shire Hall in Gloucester. We offer flexible working with a mix of office and home working. There is free, off-site parking when working in the office.
About you:
You will already have sound knowledge of Land Registry and their procedures for placing legal charges, as well as the legal processes surrounding deferred payments within chargeable social care services. You will also have experience of working in a financial setting.
You will ideally have line management or supervisory experience or be willing to commit to an apprenticeship to develop this.
You will have experience of dealing with members of the public, preferably in the social care or health sector, and an appreciation of the needs of users of social care services.
You will be highly IT literate in Microsoft packages, SharePoint and the internet, with a good working knowledge of relevant financial procedures.
You can understand complex information and calculations and are able to translate this clearly for the people you support.
