About the team and the role

We are currently seeking an excellent Operations Manager to lead the Registration service. You will work with the Head of Library & Registration (HoLRS) and Senior Leadership team to help to shape the operational delivery of county-wide library and registration ceremony services in Gloucestershire. You will ensure that the council’s vision and outcomes for the services are achieved. You will ensure business excellence in all aspects of registration services for which you have lead responsibility and to advise the HoLRS with regard to new models and approaches for service delivery and income generation using new technologies with consideration of the resources available.

 

In this role, you will lead and manage your team to foster a customer-focused, high-performance culture. You will develop cost-effective service models, embrace new technologies, and collaborate with council colleagues, communities, partners, and volunteers. Your responsibilities will include overseeing finance standards, income generation, performance reporting and Health & Safety. Addressing customer and community needs, ensuring equality in service delivery and leading business continuity planning are also key aspects of the role. You will ensure the smooth delivery of ceremonies throughout Gloucestershire, collaborate with Senior Management Team members to meet customer expectations, and monitor adherence to financial and legal requirements and County Council policies. Additionally, you will contribute to business planning, target setting, and income generation.

 

Weekend and evening work may be required, and you should be able to travel across the county as needed.

 

About You

We are looking for a candidate with experience in effective people management, managing through change, developing library and registration services and working in local government. You should have a track record of building productive relationships and managing budgets in resource-constrained environments.

 

Your knowledge of current good practices in library & registration services, excellent interpersonal and project management skills, data analysis, and innovative ideas for service delivery will be crucial. Sound financial management and IT/digital skills are required.

 

You will lead by example, demonstrating Gloucestershire Employee Values and Behaviours. Being self-aware, open to new learning ideas, and able to build effective relationships with stakeholders is important. You should be customer-focused, committed to continuous improvement, and emotionally resilient.

 

Outcome-based targets will be developed annually and will supplement this job profile. The job profile will be regularly reviewed, and the council reserves the right to amend or add to the accountabilities listed above.
